I was talking to this person who is making a good income by doing dropshipping and buying niche traffic from a source. Let's say that I am in the fashion industry, where could I buy quality traffic from?

Depends on your budget, niche, and the product.
If your niche is fashion and you sell clothing - it can be FB, Google Ads, and you can use some tools to also distribute your products to other marketplaces.

You can also use other networks and target ads to specific sites of your niche, but that would depend on the product that you have and niche you are in as different networks have different publishers.

I sometimes feel people think there is a box full of "traffics" somewhere, and some santa clause selling that "traffic".
To get traffic you need to move a person from where they are to your website, and if you want to pay for that then it's through advertising. The main advertising networks you'd have access to with your budget (I'm assuming) are Facebook, Google ads, and Bing ads (like @se900se said above).

For the "niche" part, you'll be targeting your target market, or limit the ads (if display advertising) to be only on the website of your target niche. You can use other networks but then you're diving in a pool of confusion and complexity.
People who will sell you traffic either buy it from the above networks (expensive), or sell you fake traffic (it has his uses). Pick your poison.

For ecommerce you'll want quality traffic from legitimage sources - not fake traffic!

Most gurus preach facebook ads depending on the product, but I've found even product pages can rank well on Google without much SEO efforts. It's all about testing and traffic!

I would maybe recommend using cloaking and a adwords service in the marketplace here to get some extra spend/bang for your buck. Good way to test out some keywords and performance for the first few months. Good luck in you traffic journey

Exactly my thoughts.
Most people think that traffic is something like rice or grains, that you can grab in hand and throw on your site. People don't even care where it comes from and how it's acquired. That is why there are a lot of networks that sell 'traffic' without setting up your ads, targeting your niche/product, they just send traffic which is mostly bots or fooled users that have 0 interest of the page or product they sent to.

So.... don't look for traffic, look for the ads.

For dropshipping use instagrm and do influencer marketing, It really helps to get leads in less money, but you have to chose influencer carefully otherwise you will loose money.
