I am thinking there would be some strong verification for newbie, as so many newbies were spamming a lot here.
Like valid ID or Address proof, skype video confirmation.

Don't forget where you started - we were all newbies once.
Help where you can - report where it's clearly spam and it will be dealt with accordingly.
