There are some pretty nice ways to score clients. One was also based on web development on how you offer a free website DESIGN and up sell them more page design of the same website and then also offer them re-seller hosting per month. Just go there and browse, the offline marketing section has some GOLDEN NUGGETS for scoring clients.
There was one in which you find shit site designs and offer them a template of how their website can look, then you pitch them the cost.
There was also another one in which you use contact form submissions to pitch them how their website is losing out etc etc and then pitch them your service.
There are very nice ORM threads there as well and you can put a twist to those methodologies and use it for web dev.
Honestly if you have a web dev client, What I usually do is, after the project is done, I ask them for their marketing budget and then up sell them other services. If they have a small budget, quote them a the minnimum budget. You can outsource or JV with someone over here on BHW for specific fields.
