Proxy help for some sites and on VPN

Hey I am trying to find a proxy or two so that I can use it to register for some sites while staying private. I use VPN and have tried ExpressVPN and Private Internet Access the most over the last few months. When I am on vpn the sites I try to register for don't let me since they detect the vpn IP.

Can anyone suggest a low cost service that would work? If I am on VPN and I connect to the proxy, does the proxy get my VPN IP or my ISP Public IP?

Once you connect through a VPN, websites, proxy servers and others won't know your real IP address because your Intenet gateway will be the VPN server, not your ISP's servers.
