how to manage your freelancers automatically?

so I am in the process of setting something up and trying to think ahead.

once a customer makes an order for a certain service, what is the best way to send that service to the freelancer automatically?

any certain software or method people use??

it would be great of the freelancers could mark as complete and the customer was notified. If that fits with any solution.

any help would be great
