I had the same problem few time ago. This is what i got from them: "Thank you for submitting your application to join Upwork.
As we do with everyone who wishes to join Upwork, we carefully reviewed your profile to determine whether there is sufficient need for your skills and experience in the marketplace. Unfortunately, at this time there are already many freelancers with a similar skillset to yours and we cannot accept your application."
I already changed experience&skills, but they never approved my account. already gave up on this

You can do well on upwork, but it's not what it used to be, developers in countries where there pay is 10 bucks an hour is now asking for 40+ an hour, it used to be pretty easy to find good developers, not the case anymore. Hope you can get in and get approved.
