You run a construction company so you should focus on that. If you don't know SEO, don't learn SEO. I'd recommend trying to find a lead gen guy for your business. That way their incentive is to get you leads, not just #1. You could either pay in $XX-XXX per lead (doesn't guarantee a sale) or work something out with guy to get % of sale (guarantees sales and IMO they work harder).

I’d rather focus on the company.
I’d like to just pay for a service rather than % of each sale as if I’m not fond the the service I will simply buy from someone else.
My main question being, do I need the full $200 packages if my niche isn’t so competitive?

SEO is an ongoing process and you cannot simply say - Just buy these 10 or 20 links. You need to look over a lot of other factors along with quality links. Go slower, build some nice PBN, do some guest blogging and also nice cushion links.

That's not how this works.
You're better off hiring someone to do SEO for you. Your competitor most likely has someone doing SEO for them and a "package" isn't going to help you. You need someone to look at your website, onsite SEO, UX, technical SEO, etc. Just because you buy a package from a seller here doesn't mean it can beat your competitions.

Any legitimate business shouldn't be looking into black-hat at all, at least not without fairly extensive experience to know what methods and sources are safe for long-term sites.
The only way to know what SEO efforts are necessary is to audit your site, and audit your competitors. Without knowing exactly what's necessary, the packages will be worthless. And depending on what combination of packages you buy, it's very easy to get caught in the Google algorithm and end up penalized or de-indexed.
What you need is an SEO specialist, not randomly picked packages from blind recommendations. The cost will be significantly higher, but you really shouldn't be gambling the future of your business on paid link packages.

I’ve been running the business without a website for 15 years fine, I wanted a website just for some extra income when I have the spare time so the website isn’t at all essential.
I have got a million bucks so nor a great amount of time so an SEO specialist doesn’t seem worth it and black hat seo seems like my only option. I’m hoping these packages are what they see and then my site won’t be indexed hmm

If it was as easy as buying a few packages everyone would just be doing that. You asked for advice and are getting advice, but think your own opinion is better. But by all means, be our guest and blow some money on our member's packages not knowing what you're doing.

Before coming to any conclusion, first you need to audit your website and need to know what your competitors are doing as per current industry norms then took a wise decision while choosing a SEO Service provider as per your need

That same justification was used by newspapers and magazines, and look where they are today...
If the site really isn't essential, then you can afford the extra time it takes for a proper white-hat approach.
Regardless of a white-hat or black-hat approach, throwing money at random packages is not going to get you any positive results.
These packages are not solutions, they are tools, and as such they need to be used very carefully. If it is not feasible to hire an expert or to learn SEO, then I'd recommend doing nothing at all.
What you're suggesting is only going to get your site penalized, and when (not if) the internet becomes mandatory in your niche, having a penalized site will absolutely stifle your business growth.

I’ve had a look and researched a bit, the only issue I find with the packages being they’re all basically the same unless I’m horribly mistaken

So the packages aren’t what they claim to be? I’ve spoken to a few vendors and they always say they could probably get me to page #1 is possible? Are they lying?

Packages are fine but they’re only one small part of seo.
There’s none, or at least very few, off the shelf seo packages that you can buy without the need for anything else.
If you want to use those packages you need to at least learn something about seo first. If you don’t want any involvement then you really need to hire an seo expert and you’ll end up paying 4x because they’ll be buying packages and adding on their own fee.
