i want to know whether the blocked content or unselectable content on any website is harmful for SEO or is it good for the purpose of SEO?
unselectable (i,e you can't select the content.) this is a protection people most often use to protect their content of getting copied.
i want to, that whether google penalizes such sites?Useless because with a scraper it is easy to recover content from even a blocked site
It depends. If you want the content to help you rank and target keywords, it will be bad if Google can't index and render it. If you don't want Google to see it for whatever reason, ie it is duplicate content, then you could get positive results.
In the end, it comes down to your SEO goals and if the content is visible to search engines.

actually there were some people using this on their sites and they were praising the idea. That made me confused of what is the concept of using such blocked contents on site.I think the best way to check if this is affecting your SEO is the Fetch and render tool in Google Search Console. You can see how Googlebot is seeing the page, and check the source code it is indexing.
If you see the content, then you will know it is being used for determining your rankings. If you don't see the content, whatever you're using to make the content unselectable from visitors/users is also hiding the content from Googlebot and/or Caffeine.
