new member cant reply to posts with url

How would the system know if it's a quoted text? Also, what is preventing new members from posting links inside quotes if that is left out?

this is anything inside a quote

If you have an issue, just remove the links from the quoted text, then post your reply.

You can reply to someone by @mentioning, for example @rashigupta, you don't necessarily need to quote the message. But even if you use the quote function, how many of the quotes you need to edit? Making this thread and replying required more effort from you than editing a few quotes until you reach 15 posts. If you allow newcomers to use links in quotes, they would start to misuse it soon, we're on a blackhat internet marketing forum after all.
