Need to find who owns a website

hi need help to find out who owns a website.
This guy has been bullying local people and businesses maliciously targeting them. I have tried Whois etc but everything seems hidden. Is this possible?

We need to find out so we can have a legal letter sent to ensure he stops.

If their info is hidden there is no way to get their real info unless theyve leaked info or a clue that would lead to their info.

What exactly is the guy doing? Their may be other remedies for you depending on what he is doing .
