I particularly wonder where they get the numbers from and how they load the messages onto their web server...

You just need a SIM device/modem that supports multiple SIM cards. Then you program it to sync with your database.

you may do that kind of by using some paid cellular API

How much cost such devices?

Most of these sites give virtual phone numbers, not real SIMs. You get virtual phone numbers for receiving SMS from services like Twilio, Plivo, Nexmo, etc. Virtual numbers are hit-and-miss for verifying online services though. They work fine for sending/receiving SMS with real phones, but not always for verifying services. Some of those services also support calls.

Those SIM modem racks often show up on eBay, or you can get them on AliExpress etc.
