It depends on how complex you want the animation to be. For real professional job, toon boom studio is the best. But since you're considering cost, I'd say go with crazytalk. It can get the job done quicker, and is not pricey. However, do not expect the quality to match those of tbs. If you are a beginner animator, and are on a budget, crazytalk is your go-to software. It's what I use and I must confess, it's really great.

What's your budget? I've used Powtoon before and it works well. Kinda expensive tho.

I've used powtoons also, it works good for making things quickly and has a vast array of assets but the more you want they more you pay. There are a bunch of similar products out there but haven't tried them.
