Regarding back link plan only 2 things I suggest you here:
1. Choose niche relevant blogs having decent metrics - (Mobile/Technology related)
2. Build links with organic traffic with diversified anchors - (Quality is important)

There's no "easy" plan that will work for every site, but the best strategy I know for whitehat link building is to create content for the people you want links from. Look at other content in your niche for inspiration - what's getting lots of links or is well-received on reddit?

Backlinks will come in naturally over time. If you need to boost your backlinks then you need to actively post your sites links all over the web. I like to backlink each post or new article I post on my sites. I have automated tools to handle most of this for me, but its not super hard. It is , however, time consuming. I would start with forums and the such. Depending on the niche of your website and your targeted demographics forums can drive a ton of traffic to your site. Simply join the forums and post good quality information. Build up your profiles and share your site where it is relevant. Do not spam your link. Also if you are allowed to post your link in your signature that will help you too. Of course if you post crap content on these sites expect crap results. You can also comment on threads on reddit , comment on youtube videos, etc. Just think, Where are all the people? Then get those people seeing your link. Well good luck!
