In usual cases it should not, but there are some exceptions:

At login, if the device, bot fingerprint or the IP is flagged, that may trigger a re-PV.
After login, if the data you add to the account is flagged (bio text/link/pics), or in case of too many actions, and again in case the device/IP gets flagged along the way by some reason.

I only sell blank accounts, good to be used either for mass marketing or for growing.
There are plenty of trusted providers of stat accounts in the BHW marketplace, I suggest you search there.

So just incase of PV triggered on a PVA, what do I need to have to be ready to verify? Can I use one phone number for multiple accounts? Also which do you think I should get PVA or NonPVA, since you said PV could still trigger on a PVA account.
