.eu domain registrar requires some verification like some passport/id card or some utility bills .So its not possible to get now if you have some one over there then try on behalf of him/her.These days icann have strict policies on territory based domains

Well, let's say I have a friend in Malta (EU country), if he can collect some utility bills from a neighbor or something like that, can I register a domain name without him noticing?
 
Its a pain in the ass, even for eu residents. I'm currently in the process claiming a local authority domain, and I have to file every type of claims and promises in written format lmao.

during registration registrar will ask about verification so it is necessary to let him know about domain and provide require documents

use godaddy, they will give you a service for verification.

what kind of service if i may ask ?
 
they register it under their name, but you will be the actual owner as your aggreement with the company. It is complicated. Just go and see it yourself.

Well that sounds nice at least for my situation that is the reason why i am asking :) Well as you know i will probably input some invalid info during registration,wont that cause any problems with domain registration since i tried to regster domain via namecheap and they wanted some documents etc and i asked for a refund :D

Okay i just registered an .eu domain without any type of documents etc...just register it at GoDaddy with some fake info which you can find on the web and that's it
 
This is wierd, i registered .com.br, .co.uk with them before, they used to give such a service. Anyway you solved your problem :D

yup ,well at least now we know that we can register eu domains without any problems haha :D and btw,thanks bro for the tip,you saved my time ! :)

You're not wrong - I've used the service myself. It's called a "trustee" service by GoDaddy, it just doesn't work with .EU domains.

Anyone can legally buy a .EU domain by becoming an e-resident of Estonia (in the EU):
