To be honest, there are so many variables. I suggest you read Backlinko blog. It's definitely one of the best blogs about SEO in my opinion.

that would be a very long list! also there's no such thing as "perfect" seo because Google refuses to tell us everything.

It also depends on how many sites you are working on. If it's just one or a couple of domains, pour as much time into the major and minor touches of on page SEO as you can, because you can afford to extend yourself. When you work on dozens of projects across different sites, you'll have to budget your resources and just stick to the basics to get them all initially set up right and maintained.
