So say I have 2 computers that want to run bots for 5 igs a computer. Do the limits pertain only 1 computer 40 actions per hour or 40 actions per IP?
 
First of all, there is no specific limit. You have test it and start low and then you will increase it until at max 400-1000 actions a day.
Second of all, you're probably going to need proxies, and at most 2-3 accounts per proxy, preferably one.

So it’s not per computer pretty much? It’s per IP?
 
How about if there’s numerous phones using the same WiFi?

IMO wouldn't be much different than few PCs on same wifi, you will get action blocks/bans because all of the accounts would share same IP.

amount of actions you should make per day are based on the proxy type and IG account's age(how well warmed up it is)

Say you have 10 instagrams that would like to use the same WiFi. How many posts you think I can do per hour

Posts are a dangerous game, and it's hard to be specific about that.

Any and all accounts has different unknown limits.

Warmed up one account, aged with 800 follows the same day and got blocked on all other 10 accounts around 10-200 follows.

if your accounts won't get banned because 10 of them will share the same IP, then you will be bombed with phone verifications for sure. at the moment it is advised to post only with mobile proxies, or at least that's what most people are doing. maybe residential IPs are also good to go but I can't be sure as I haven't tested that myself.

my best advice for you or anyone starting with IG - read @proxified journey where he planned to bot 50,000 accounts - the amount of info and details shared in that thread will answer most if not all of your questions. second advice is start testing things as nobody but you will know what's going to work for you.

0, you will get banned, end of story. Try to read more journeys, you have a TON of INFORMATION here regarding how you need to set up your proxies and your accounts. From what i can see, you have no clue about the limits.
 
I recommend to use 1 insta account per 1 Proxy. Because speed is devided between 1 IP accounts and it high risky to get IP blocked if you will use high limits. more than 60 per hour..
