Get your adsense account verified with a a good website that is getting traffic, then later add on a site like gogoganime to your domain list. I've done this in the past with no issues. Yes I did get paid.

I don't think they are using Adsense, That policy thing is auto-generated I'm pretty sure because I've have pretty much the same wording and it's from a plugin called WP-Insert so perhaps something they haven't realised.

Yeah this used too work back in my adsense times.

may be they used an aged adsense account for this. Like 10 years old account with countless paid times so they can be tolerant with this

but that site is not using adsense, at leat i didn't see it
