Exaclty im facing the same issue my paypal is 100% verified but when i trying to get verificaion code on mobile this error pos up.

issue automatically resolved, i just provided ssn last 4 digits.
payoneer usa bank also linked for withdrawal, waiting for verification digits. hopefully it will bw confirmed.
