proxy questions

I am recently planning to rent a month of dedicated server along side with 100ips which I plan to make them into proxies. I’m a little new to this so this is my question:
1. I will probably use Ubuntu and install my own windows iso. So will I be able to create proxies under windows.
2. Will my speed be affected if I plan to use those proxy within the server I rent?
3. Which subnet will provide me the fastest speed?

Sorry for all the newbie questions. Would appreciate any tutorial on how to make proxies.
Would also be interest in paying for helping me setup.

I don't think that has anything to do with the speed.
The subnet too is not what determine speed.

After reading some other thread, I think I get a better understand of the subnet. So should I go for /24?
