I have two websites with the same niche {blogspot with different email custom domain} and I want to exchange links between them, does it ok?

yes you can swap links between blogspot blogs, and many blogspot blogs link to other blogspot blogs, nothing to worry about.
assuming I understood what you meant with {blogspot with different email custom domain}; but yeah doing 1 link swap has never hurt anyone, unless they share same IP/host (except free blogs, which are subdomains).

Ok, I get it from google, but I did link from A site to B and B site to A, is it cause any harm?

That's reciprocal link exchange, and is exactly what you should avoid.

As far i know many seo experts told that google don’t like link exchange.Maybe it can be harmful for future
