Problem solving usually works great, that is if there's anything to solve in the first place.
Helps a lot if you've got a specific target audience. That would allow for you to research them thoroughly and create content specially for their eyes.
E-mail marketing. Well known marketers are using some great attention grabbing methods in their e-mail titles. Give those a look.

The best way to get attention is to add an intrigue: pattern interrupts, anything strange (strange things, events, people), oxymorons and paradoxes, etc.
Lateral thinking: try to combine two random/unrelated ideas. Just an exercise.

Add direct or indirect promise of: fun and/or value

The foundation of your article being of interest, is still the article content itself. After you write it, write a one sentence summary about what value is being delivered by the article. Then convert that sentence into something more click-baity ("daring summer getaways"). Or combine it with an offer, to add to the promised value ("daring summer getaways, plus 3 discount coupons"). Your title should try to provide sizzle, but the article should deliver the steak.
 
Always consider your target audience. If you don't do this, a catchy title will be useless if it doesn't apply to the readers. At the same time, make sure that whatever title you create is supported by the information within the content. You mentioned you already use the # + text combination formula, another trick is to add a bit of intrigue strings that will pique interest. Examples: "Why your diet isn't working" "What doctors aren't telling you" etc.
 
One trick that I like to use is to write three different titles, and then have a few good friends pick out the best one of the three. While it doesn't always work out perfect, I find that the titles I like are not always the best performing.
 
This is something good gifted in my opinion. Basic education or teachers can also have some impact in imo.
