Not much. These traditional techniques would still work for local SEO albeit less effectively than how they used to work back in the days. Article submission and directory listings directly to your main site would have little affect nowadays and you always risk getting penalized by G.

Not worth your time buddy. Better try to find organisations that offer up donations and link to you. For 1$ you can get a very HQ link if you know what to look for
