Well the forum part of link building is specific - it has moved away from pure spam techniques that used to work in the past, to specific authority type of forum aspect that is still working.
Building links to authority and moderated sites still work, and according to the developer, they were trying to capitalize on that on their newer version (building legit forum links), but it's difficult to automated something that doesn't look spammy altogether.

I don’t think xrumer links works now. But xevil really a great product but they not selling it separately.
