Claiming inactive Twitter handle

I need to claim a @username that has never tweeted and has been inactive since 2009- how can I do it? I dont think I can claim trademark infringement since I dont own the www but are there best practices or hop tips on how to get the handle?

Needless to say, I've DM'd and @'d the user but no response. Thanks!
 
It's possible but no one would do it for less than $2k nor will you have the ability to do it
 
You have a chance to get the handle if that account created with an own domain email id and that domain avaialable for register. Otherwise, contacting the user is the only option.

I was able to get my hands on a very reputable twitter account this way. It was inactive obviously, am an asshole but not big enough to steal someone's account from under them.

Obtaining a twitter account in that way is not illegal i guess. As that twitter handle is associated with the domain, the new owner of the domain is entitled to own the handle. They have to deactivate the twitter handle before letting the domain expire, if they don't want their followers and data obtained by someone else.
