Noob- How can I rip this banner?

Let say I want to rip this banner. I want to keep background, color, image but only change the text. How can I do that? Thanks.Newspaper banner.jpg
 
Once it's converted into a jpg or png you cannot see the layers. You can't just change the text like that. You can make a new banner using similar images though.
 
How much for redesigning this banner roughly?
 
Do not driving a car if cant drive, you can installed any graphics editor such as Photoshop, CorelDraw etc but if don't have skill to use the tools don't do it. If you need in hurry, then hire someone on BHW and you will get what you want. And if you don't have a money to hire? Find the job!

Dude, I dont need to be a photoshop expert to edit some text. I will try to do it on the tool first. If it's to difficult for me then I will hire someone to do it.
Yes I have money (not much) But I cannot spend it like I'm a millionaire

So your advice is to never start using a program until after one becomes an expert at using that program?

It's a banner, not a deadly 3,000 pound machine. If you're experience with Photoshop is that a mistake leads to someone's death, you're doing something horribly wrong...

The clone stamp should get you close enough. Alternatively, you could use the selection tool to pull out the screenshot, and overlay it on top of an entirely new background image that resembles the old one (a GIS for 'broken slate' has a lot of similar images that will work for this).

I already install photoshop cc. But I did not see any layers.
Layers are in pre composites and will not be visible in renders or outputs like jpg or png or any other image format. For layers you will have to look for .psd files (photoshop native files)

You can probably do this by scaling the image up via gimp so adobe acrobat recognises the text layers. Here, I did a quick job.

The white background is because of it being a jpg.
Edit: I saw that someone already did a better job. :P
 
So basically if I want to change the content but keep the font, color... I need to redesign it.
