Question about affiliate tracking

On some networks, if a customer makes multiple sales from the same computer, only the 1st sale is tracked. Why is that?

Even when i try to make some test leads on my own links, the first submitted lead is tracked. The second lead is not tracked, even if i have cleared the cookies. Is it simply shaving or do i have to clear something else than cookies in order to get the second lead tracked as well?

Leads could also be verified by IP address

They are probably tracking the IP. Not very fair as a internet cafe or library could have just one IP but it is what it is.
