My team does media buys on accounts from almost all the top tier 1 countries, none of them give you 1000$ threshold. The max you get is 500 Euros in some European countries.

Depends, I have an account with 8k/month for more than 6 months and account is older than 1 yr and they didn't passed me through invoicing - that will be top for the account.

No. It is actually $500 - I just aquired on 1 acc. but no more than $500 - same on Canadian acc.

Really? They raised it? I just threw a entropay on a adwords acc and they only gave me $350 to play with before I have to make another account

They rejected you when you applied?

As you essentially get a credit line, they look at the credit history of the account and sometimes run credit checks on the underlying buinsess. If you pass this, they should allow you to move to monthly invoicing.
