To @OP, find prepaid card seller on eBay and buy from them. Ask to seller to activated the card before physical card ship to your address and use express shipment instead of regular one. As I know T-Mobile have low rate call and SMS while in roaming area. However, you need reload a credit (topup) to the number each month to keep the card active. Never let the card into grace period time.

Simply you just install dingtone app on your phone and purchase a US phone number for one year it may cost $8 or 400 dingtone Credit .... that's I'm using for my PayPal almost 5 Years ... works pretty good with sending a message from PayPal... cheers!
