I think if you have posted in a good section of the edu site (not overly spammed to death), then it should contribute value to your site in the process.
There are those sections where they may have been exploited and already contain thousands of outgoing links - if your link is posted there, then such link will not contribute any value in the process.
But if that page has good TF, which indicates that the visitors are very likely to trust and click on the links on that page - then yes, it will give you a good link juice boost in the process.

Relevant and trust worthy link are still work for me. Overly spammed link are invite to death.

Edu links are always considered as a gem. If you combine edu links with other type of good links, it will give good boost. Avoid edu redirect links.

It depends on what type of EDU links you are going after. A profile link is hard to get indexed and helps a little in ranking. An EDU blog post helps your site's authority a lot. A spammy EDU comments with 100's of OBL will affect your rankings.

What are some specific things I should be looking for when comparing and shopping for edu backlinks from the sellers on BHW. For example what is a comprehensive list of exact questions that I should ask the sellers when interviewing them to find the best possible service?

The problem with sharing such sources openly is that everyone will use them, the organization will see the flood of spam content and realize the loophole, then the issue will be fixed and everyone loses.

Edu links hold high authority they always works fine but need to know when to build.
Scenario one) if your site is new & you haven't build other links than don't build edu links trust me it's worth nothing to build them.
Scenario two) if your site is new but you have done some niche relevant link building than edu links helps you to gain more authority. Rank improvement with edu links depends on type of links & other factors.
Scenario three) if your site is old & linkbuilding has been done previously than edu links help you to gain more authority & serp improvement for sure.
