If you are happy for others to report everything that you do and suck it up, then yes, report it. Otherwise, like someone else mentioned, think about your karma and just carry on with your own link building building efforts. Or perhaps sit down and try to work out how they got that link - perhaps it was through a third party service? If its a big site then you can assume that its not owned by your competitor, in which case they must have got that link somehow - so consider it a facilitator that is helping to increase your knowledge by doing some more research.

Apparently they sell links to my competitor and they didn't approve my request to advertise with them. I have to find out to get linked there.

Thanks a lot , Highly appreciate your feedback. I will have to work harder and get my company listed there too. I guess its a third-party service as they keep adding links there everyday, need to find out.

Create a gmail address that has a prominent website in the name.

Send them request how to get your site listed/advertised there.

After they respond, and if their terms are OK by you, let them know you have a subsidiary site (your site) and you are going to pay for that site to be listed.

That will probably work.

I have contacted google for advise , they advise me before disolowing the link to ask you to add my website also to your backlinks.

Im checking backlinks of my competitors and i found a hidden link from an authority site with DA 80 and Alexa rank 800 (A). This website (A) rejected my business proposal many times and now I see they are selling links to my competitors.

No I wouldn't report it either. In this case it wouldn't do any good anyway, so the best thing is to just take the high road and move on to bigger and better things.
