3rd World Country Issues - Need You Help.

I need your help Guys, so i'm a 19 yrs old guy from a 3rd world country which is tunisia (north africa) and the problem here is that we don't have paypal and the only mastercard we're allowed to use is limited to 1000tnd which is almost 350$ per Year ( lol ) .. which makes dropshipping internationally impossible for me.
Plus People here aren't into making money on internet and all that YET so there's almost NO COMPETITION (for exemple the Biggest gaming channel here has 150k Subs).
I want to take advantages of that and start a buisness and scale it.
So i need Suggestions on ways to make money Locally Online.
Please guys Share Some ideas or things you would have done in your country if there was no competition.

Over here because there isn't competition the government went and established fintech and about 7-9 electro wallets that you can top up with prepaid phone cards, atm debit cards, and cashing them with kiosks. Basically screwing the monopoly some had, in your case I would suggest researching what is commonly used as alternative to fiat cash, most probably it could be the payment gateway telcos and electricity/water authority use to pay bills online.

How about building sites for local businesses? Get a hosting reseller account on here and sell them hosting and services

Offer Services for local buisness like Digital marketing, Web Design, SEO....etc.
if you want to verify paypal i suggest you use spectrocoin visa card but its gonna cost you 50$ to get it i think
