If you:
1) 0 money, means you even can not afford a cheap domain+ hosting (around $20-$30 total first year), man, you have to work outside to get this money, first and foremost! Or its very very hard to earn even 1 dollar online.
sure, you can still, try to write articles on wordpress.com, blogger, medium, try CPA related method on popular platforms like Youtube, Facebook groups, or even forums, anything you can comment on them, and paste your CPA links, hopes you get a sale.
2) you got a start up cash, around lets say $100, or $50, grab a domain + hosting (namecheap) and start your ever first blog, choose a niche you familiar with, okay, if none of you interested, you have to choose one... and then write articles yourself, if you cant write, choose re-write, there is no other methods.
Follow 2/ write expect around at least 1-200 hundred articles, and expect a static $30-$50 per month income from adsense, CPA, amazon associates or whatever from yours ADs, after 1 year. Use this money to invest anything you think, can bring you more money, or invest into a real authority site, grow slowly, and strongly.
3) if you happen to have some tech background, like you can design Logo, coding sth, etc, try to start provide others your services on platforms like Fiverr, Upworks, and hope you can get a sale...
