need advice on FB cloaking campaigns

i am getting a bit frustrated from lots of people claiming to be "cloaking experts/ the best/etc" and after we spend budget on them- we see almost no result.
can you advice not only where can i find a real fb cloaking expert (we need traffic for casino and sport) but also: is there some "test" you can recomend, that we can ask this so called "experts" to take, before spending to much budget . for a failing campaign?
