This is pretty solid. The content was spot-on, and was relevant to the requested link. The link was placed in-context in such a way that didn't seem like a clear link placement. It is obvious that care went into the development of content.
The site itself I expressed concern as to it seeming older. However @Hetneo thoroughly explained how he wanted to ensure that some of the sites in his network look like they are older sites, and that not all sites online run Wordpress so not all sites on a large PBN should run Wordpress either. Makes complete sense to me!
Overall, the communication was great and the provided link was top notch. The domain was from the second batch, so would be a $30 link. I could definitely see this link being worth that much.

Got my review copy from OP. Here's my review.
1) Domain Strength.
From Ahrefs, it has a DR of 13,032,052 with 105 RD (referring domains). It's a pretty solid domain if you ask me.
2) Domain Status
Doesn't seem that the domain has been dropped before. The domain creation date is 2001.
3) Content of PBN
Rock solid. OP localized the content to a specific geographical region. He also provided geographical keywords that increased the local relevancy of the post. The content was very nicely crafted to include the money site URL too. Kudos to that.
4) Design of PBN
It's a rebuilt domain that makes use of an existing theme. The content was posted on the homepage of the domain also.
Overall, it's a solid service. Highly recommended.
