can I target keyword which has CPC 0.0

is it fine if I target a keyword which has CPC $0.0?
What does it mean,
as per my understanding if I target such keyword in my article I will get zero dollars if someone clicks on the ads.
Please guide me.

With such keywords, why to waste money on PPC and not target via SEO?

I think you can still target CPC=$0 keywords, but those keywords typically some nouns, few known brands, or just very common sense no body will bid on it, well, if you can rank such terms (which I think is very hard)

you can still show adsense ads on your page, because interested-ad will show other ads related to users searches before, so I think the ad will show some random thing, instead some high cpc ads.

If you thinking about Adsense, it's not good idea.

If you want just get rank, it's much better idea. Because those keywords often not have to much competitors.
So, with those keywords in most cases you'll reach first page with just On page SEO.
