PBN's or walk the plank?

I have a business in USA and got it ranking to number 2 organic for a service company in a town over 2million.
I've done every thing perfect according to the gurus check lists.

Thing is it started dropping immediately and stayed in the high teens for a couple months and now is sinking to oblivion in the 50's and its been 8 months since ranked number 2.

I was smacking it with high quality pbns, maybe only 100 links but most expensive I could buy.

Once it started dropping to the teens I have now spent over 10,000$ on all "safe" stuff like:
local links
niche relevant guest posts
content and content pushing - viedo's, articles,
web 2.0 with real local articles on local attractions, how to guide, travel guide stuff all legit and custom

My on site is good
Speed is good
KW ratio is way beyond safe both site and links
Over 600rd
Im still in the teens for bing and duckduckgo

I've got double the juice and citations as all my competition
All the guys in the top 5 have no local links, and all i see on Ahrefs is web 2.0's all interlinked, and cloud stuff. Some with super spammy kw clouds and double kw stuffed urls ex: kwcity.com/kwcity/kw

I've got almost double the citations too.

So is the local links and content spreading total bs because my site hasn't been helped at all.

The only thing that ever pushed it was the pbn links..

The only thing I can think of that might be hurting me is I did do a couple /scholarship campaigns and though I have monster influx of juice and visitors, they usually bounce off in seconds.
So I am thinking about just ending the scholarship thing as I think the bounce rate is killing me.
I was even a good guy and actually paid last rounds scholarship to a student, wonder if im the only one on here that did that?

Also I have never paid for traffic or clicks or views, but should I ?

So do I just start smacking it with the best pbns i can find again or what?

sounds like you could have overdone it all. if competition in top 5 didn’t have half of what you do.. all you have to do is the same as them but switch your sources to higher quality.. or maybe slightly more volume .. it could be possible that google sees your site as having an un natural and over optimized link profile for a local / city keyword, compared to everyone else.
 
Are you updating your site regularly? Like posting new content?

Yes new, and edit some content every couple weeks
 
How would a scholarship campaign hurt your rankings? Unless you’re getting new back links from low tier sites because of it.

The PBNs are private made by you? Or bought from a network.?

If they were bought then do you know if they are still live? Or they could of dropped off the home page.
