Yes i got his point, as per my experience from India you can't pay to anyone through paypal. Ebay is only the way but now ebay is also banned from 15th August. Not sure.

You can Pay to anyone ( Except Indian Paypal ) if you have valid CC attached in your paypal account .

What? No! I buy almost everything using Paypal and my account is from India. It's true that you can't pay another Indian paypal account ( yet) but otherwise it just works like a normal paypal account should. You just need to have a credit card on file.

Even international debit card from MasterCard or VisaCard works issued by most of Indian banks.
