You don't need anything to own one, however if you need a fully functioning account, you'll need to provide them with identification document and proof of address, in some cases phone number too or for instance SSN, if you're from the US. You can further verify the account with linking bank account, credit card, so all the limits shall be lifted.

You sign up, you have to provide some KYC data. Further down the line, if you receive a x amount of money I believe its 2000 you have to verify your identity/company
