i guess google detects or playing with me

here is my problem in the past week i have been trying to make ads on google adwords App Promotion

i made account and attached cc and verified all and added balance 300 euro ......

i started low budget campaign and high budget campaign all the same my ads shows Eligible or Active ..

and stays like that for more than few days and i get clicks / installs buy in like 3 days i got 17 clicks and 5 installs i guess its from google search only since it shows there direct but not on other platforms of google

my setup like this

first time use VPS + CC same country or VCC + newly created google account

is there anything am doing wrong ??

Is this your problem? Are you try to raise budgets/bids?
Do you have the experience in App promotion campaigns?
