How do those insurance sites make money?

I'm basically talking about sites like BestQuotes. You fill out a usual car insurance form and then you get offers from several large insurance companies.

The only thing I'm confused about is that all of the Insurance companies that BestQuotes is promoting do not allow incentivized traffic in their affiliate programs. BestQuotes is on several Incent CPA networks and various rewards sites. So how are they making money?
 
Most likely they're getting paid a commission or straight sale on leads from the insurance company directly, as well as selling/renting their list out to smaller insurance companies and list brokers as well. There's more to the actual funnel, but from leadgen companies I've worked with, that's pretty much the business model.

In the case of incent traffic, they may have an agreement with these insurance companies (I doubt it), or probably mixing in crappy cheap leads in with high quality ones to generate some more revenue/ROI.

Okay that kind of makes sense! I am also wondering, if maybe they use incentives to drive traffic to the site but not to actually complete a lead for the insurance company, which I guess may be a gray area?

Considering they're paying specifically for leads, I highly doubt it.
 
They most likely just sell off your info to the highest bidder, or to various publishers

Just like the old saying,

If your not paying, your the product.
