Both a review type site or a normal wordpress site can be like this. If you use Wordpress, some wordpress themes are integrated with such functions, some are not, but with review plugins, all themes can become a review theme, is this answer your question?

Lol this is exactly what I am asking...

I don't just want some crappy plugin that shows some reviews. I want it to be nicely layed out and designed like that site. How did he do that?
