Can I somehow put different shipping rates for each product?

For example:
Product 1 price $20 - free shipping for US and $2 shipping for Canada
Product 2 price $5 - 1$ shipping for US and free shipping to Canada

When I put price based rates when someone from Canada order 4 units of product 2 they will be paying $2 shipping instead of free.

How I can fix that?
 
You can set your shipping by weight and then assign the weight to products as you see fit.

Why are you worried about making shipping accurately reflect your costs? Just make your shipping costs uniform across the site so it's not confusing. You'll charge extra shipping on certain products that exceeds your costs, for others you'll take a slight loss. It should even out. Does that make sense? If your margins are good on all your products, it shouldn't be that huge of a deal.

No problem. For all of my stores, I actually offer free shipping and build the cost into the price of the products. But a lot of my stores are targetting milennials that hate paying for shipping now that Amazon has made 2 day free shipping the norm. Your audience may be different.
 
I have free shipping for all tier 1 countries. But I have 10% of followers from Brazil and I have to charge them shipping because I am selling $0.5 product for $7 and shipping for Brazil is $3
