[PayPal] "On hold" money

First of all, I apologize if I made a mistake with posting in this sub-forum (if I did, please send it to moderator). Too, sorry for bad English.

Since 2012, I have a PayPal account, regular, my personal with all verifications. Four days ago I received a payment from China (I'm from Bosnia and Herzegovina) and came to "On hold" (that was not before). After a talk with paypal support, they told me that I had to meet all the requirements they were looking for, and one of them was to receive $ 10,000 transactions. The only condition I do not meet. I think, that is really too much.

I wonder if there is any possibility to get around this and that money soon reaches to the available balance for me (without waiting for 21 days).

If there is someone who wants to help, please write. I'll pay for that service.

Not clear, can you clarify about that $10000 transaction part ?

I've experience this, and you can call PayPal by skype and tell about the issue, they will need to verify some stuff with you like your id and proof that you're that person.
If it's small amount, I'm sure they will release your money right away. Else, you need to negotiate and explain.

Withdrawal exceed 10k needs VAT number issued by goverment.

So I have the money on the "on hold" and I urgently need it. Can I withdraw that money or have to wait 21 day? And I really need urgent money.

Ask your friend to log in to his Paypal and goto Transaction Details -

1.Log in to your PayPal account.
2.Click Activity.
3.Find and click the original payment for the item .
4.Click Confirm Receipt.
5.Click Yes to confirm that you received the order.

This will make the money available in 72 hours for withdrawal.

Or cancel the transaction, the money is sent to your friend. Ask him to send a bank wire instead.

On a side note - Why in the world would you use Paypal for a 4 figure amount is beyond me.
