I want a cloaker or method to use existing websites on google on my ad copy,
and when any user click on the adword ads the link will be cloaked to my offer page.

There were some tricks with work that way. where you can redirect any domain (even domains which you dont own) to your landing page after approval from adwords. But now Google have caught most of them and fixed them. I use some of that myself but now all are patched.

There are some which are still working but I highly doubt that anyone will disclose it in a public forum
