Is this part of a PBN? It's just little shitty articles with loosely related content the whole way down the page and maybe 40+ outgoing links to various pages to the dentists site.

Or is it some pay-for-citations site or something? It appears to have many businesses listed, all with pages like this.

The website just looks like a directory site. There's quite a lot of sites like that.
