Yes most of the Internet is in English anyway, and getting a link say from cnn US talking about world football cup for example, and linking to French page about French team is perfectly possible if they want to give a reference (just an example). This could be sometimes done by all types of sites including top sites like governments even. A US State may link to a page in Indonesian at an Indonesian government site for whatever reason. If people do not speak the language they can use google translate, so nowadays language is not a barrier.

As long as it looks natural, it is fine. Or likewise linking from foreign page to English page.

But if 100% of your backlinks are in English and your page is French, wouldn't that be suspicious?

That would look suspicious yes, that is why it should look natural if your page is french then majority of your backlinks should come from french sites.

It's also important to look at the relevancy of the links. Majestic's TTF is a good indication of how close the link is to your site's content. If it's relevant, then why not include *some* foreign language links.

Indeed it would. But having a fair amount of native and international backlinks ratio will help you out in either way. This is if you are considering that back-links from another language would do more harm then good.

If its money site and you are thinking about long term then no, but if you get it naturally then 100% yes and fine.

Google use GEO location, what mean that a big difference in source of links or/and language, it's first sign that backlinks profile is suspicious.
The same thing it's about ratio of linking TLD's and IP's.

In other words, if you have for an example site in Thai, you need more than 80% linking domains in Thai language and also more than 60% located in Thailand. But each country and language have different stats. Just analyze competitors.

Best regards, Greg.
