2- which cloaker is good to use for that
3- if there is instructor who can teach method im willing to pay..

If your app and website is in accordance to google terms then you don't really need a cloaker but if its something not allowed then you need a cloaker. I doubt anyone going to teach you how to setup cloaking and everything.
