Seeking bulk mail server with quite good complaint tolarance

Currently I'm looking for some VPS can afford 5 million outbound mail perday. I'm using PMTA + Mumara for frontend to blast bulk mailing. To be honest I 'm pretty confident in complaint controlling , say sending 5 million will have 2 tickets from spamcop and very rarely to be blacklisted by spamhaus or someother anti-spam org. My headache is very few VPS provider can endure abuse tickets even I controll it to minimum. Tried few offshore vps like alexhost offshorededi bermanhosting, but none of them can offer a green light for end user abuse. If any ninja knows the VPS for bulk mailing with quite good complaint tolarance please let me know for sure I will pay in good return.
