301 redirect will pass backlink?

If some website got negative seo with 3-4-5000 bad backlinks with anchor text, 301 redirect to new domain will pass the backlinks?
 
So the only solution is start with new domain?
 
Yes, if you 301 that spammed website to a new website, the new website will inherit all the links from the first website, along with the penalty (if any) or link juice as well.
But the 301 does not 100% pass the good/bad link juice to the new website. Some report mentioned possible 70%-80% of the overall link power, so you can expect the new website to inherit that amount.
Best if you disavow the links instead. 301's behavior will be like so - when you initially 301 the old to new website, the new website's ranking/authority will jump upwards for a brief moment, and then it fluctuates downwards, if there's a penalty.
